Crosby elbows Foligano in the head, should there be supplemental punishment

 

In last nights Pens Sens game Crosby throws a high elbow directly into the face of Foligano. For the play Crosby recieved a 2 minute minor for elbowing.  The hit was blatant and  targeted the head.  There was no apparent injury.  Bylsma said it was deserved by Foligano for being in the Pens crease and contacting Fleury.  Should Shanahon review this play?  Here is the leagues marquee player coming off a lengthy IR layoff due to a head shot committing the same on his 2nd game back.  Time to send a message or time to ignore the sins of the Kid?
